for example if you are doing engineering, can you do still take subjects in a commerce degree like finance and marketing? Also if you transfer from engineering to commerce, can you get credit recognition for these subejcts if you have done them already

There are courses that are worth credit units for one degree as well as another degree. The most prominent of these are the “general education core” which are graduation requirements no matter the degree. In these fall things like social science, English composition, humanities and physical science. That is why those that are undecided should take those first.
Then there are the electives. You can take engineering electives and then still carry them to a commerce degree.
But you have to be careful with your electives, you can’t take too many of them otherwise you will end up graduating in something that is not actually your major. But if you have 15-20 credit hours in electives don’t fret
By the way, I did the same thing. I took my core courses in commerce before deciding to take another path (and didn’t do my gen eds)
